1990-2002
Invasion of Kuwait sparked in part by $3bn/yr debt payment cost and refusal of GUlf countries to cancel their claims. During the sanctions no debt service was paid, resulting in roughly a doubling of the paper value of the debt. Since 1991 the UNCC has been awarding war reparations.
